To present a file in order to get a grant or housing for the year 2009/2010, you have to register yourself on the Dossier Social Etudiant service.
 
The DSE is simply the form to fill out to ask for financial help and/or housing.
Grants on social criteria are designed for students in bachelor and master as well as for all students following a bachelor or a master diploma in any other higher education institution authorized to receive grant beneficiaries.

Dossier Social Etudiant: what is it ?

The Dossier Social Etudiant (DSE) is the procedure permitting students to ask for grant and housing in university residence halls of the CROUS, all in the same form.  This form has to be filled out every year via internet on the website of the CROUS.

First application

The form has to be filled out even before the examinations of the current year or the choice of a future orientation.
Each student is allowed only one form even though he has applied in several higher education   institutions, or for other aids, whatever the Education Authority.
This first application is made through the Dossier Social Etudiant allowing four different wishes for example for the housing demand.

Renewal

The grants on social criteria are only delivered for a one-year term.
If you want to renew your grant you have to fill out the form every year via the Dossier Social Etudiant.

Each demand requires an inscription via internet between January 15th and April 30th of every year.

Who has the right to a grant on social criteria ?

You can connect yourself on the grant’s simulator of the CNOUS website to run a simulation. You only have to indicate the financial resources of your family in 2007 in addition to the number of siblings.

You will then have an immediate indication on the amount of the grant you may be eligible for.
You also have to meet conditions of allocation.

Conditions of allocation

Students have to meet nationality, age and education conditions.

Grants based on social criteria are reserved for :

Nationality conditions

  • students of French nationality,
  • students from Andorra with a French education,
  • refugee or stateless students holding an OFPRA (Office Français de Protection des Réfugiés et Apatrides) card,
  • foreign students having nationality in a member state of the EU or a state belonging to the European Economic Area subject to :
       - Proof of full-time or part-time employment in France during the base year. The activity must be real and effective, and have a salaried or non-salaried status.
       -  Or proof that the student's father, mother or legal guardian has received earnings in France during the base year.
  • Foreign students who have resided in France for at least two years and whose associated tax household (father, mother or legal guardian) has been located in France for at least two years.
  • Students from French overseas territories (territoires d’outre-mer, TOM) studying in metropolitan France or in a member state of the Council of Europe, who do not receive aide from the minister of French overseas territories.
PS: The students who are not fulfilling the nationality conditions above have to contact the cultural services of the French embassy in their countries of origin to apply for a French government grant.
They can also apply for foreign government grants as well as international organizations grants (UNESCO, OMS, FAO, OIT…). The booklet “Je vais en France” (“I’m going to France”) published by the CNOUS is made for them.

Age

Are eligible to a grant on social criteria students aged less than 28 years old on October 1st of the university school year of their first application (this age limit can be delayed of one year per child in case of parenthood or of the duration of a voluntary service or a voluntary civilian service.) As from the age of 28, grant beneficiaries must not interrupt their studies to keep their grant. The age condition is not applicable to students recognized handicapped by the institutional commission in charge of the recognition of the handicap.

Study

Students have to be registered in an academic path authorized to receive grant beneficiaries and following a standard progress in his studies. Some institutions are not authorized to receive grant beneficiaries in spite of the fact of being accredited by the French public welfare system.

In case of failure or reorientation, students can contact the grant service to get information on their right to get another grant.

Nota Bene : students in detention unless being in open prison, students on cooperative education or under apprenticeship contract, “emplois-jeunes” ( jobs created for young people as part of a French program to fight unemployment), students checking in the unemployment bureau, public servant in internship (meaning the year before their granting of tenure) , central and local government employee in exercise or on availability ( temporarily off his administration), on unpaid leave, public servant having delayed for a year their first assignment as well as students following a refresher linguistic training abroad are not eligible for the allocation of this grant.

Paraprofessional

Students having a part-time job as paraprofessional and meeting the criteria of the grants will get at a minimum a second level of grant.

Transfer

The student willing to transfer his/her grant has to submit to the current institution the reply coupon of the conditional notification, duly filled and endorsed by the new institution, as soon as his/her registration is effective. The CROUS of the new Education Authority will ask the other CROUS the transfer of the file.

Grant system

The new system for the grants on social criteria will be in effect at the start of the 2008 university school year. 


Simplification of the allocation criteria


Since the start of the 2008 academic year, only 3 criteria are taken into account to calculate the amount of the grants:

  • The income of the tax household the student depends on. The calculation is done according to the tax reform suppressing the tax allowance of 20% (limits of income taken into account were reviewed accordingly.)
  • The number of children to support in the family differentiating the number registered in Higher Education.
  • The distance between the domicile and the place of study.
The grant notification

The notification is conditional until a registration in a Higher Education institution.

It can change in case of a modification of the income limit and the scale.

*Level 0 enables the exemption of the registration costs in Higher Education institutions as well as exemption of the health insurance subscription costs.
**6th level created for the families with the lower income.
Place of remittance
The decision of the definitive allocation of the grant and the determination of the level only take place after the registration of the grant candidate.
The grant is paid on the student’s personal bank account in 9 monthly payments. This payment depends on the student’s assiduity in class and exams.
